Twenty-three years after the founding of the Owosso community, appropximaately 1000 area residents petitioned the State Legislature for incorporation as a City.  It was approved on February 15, 1859. Amos Gould, attorney and banker, was the first Mayor of the City.

Lights were first installed in Owosso in 1884.  In 1894 Washington Street was brick paved from Main Street to Mason Street.
